Solar Panel Grants: Scotland, Wales & Northern Ireland

Energy efficiency policy is partially devolved in the UK. Scotland, Wales, and Northern Ireland each run their own grant and loan programmes that operate alongside the UK-wide schemes (ECO4, Smart Export Guarantee, 0% VAT). If you live outside England, you may be able to access both the UK-wide schemes and your devolved nation's own programmes.

Scotland

Scotland has the most generous regional solar incentives in the UK. The main programme is Home Energy Scotland, funded by the Scottish Government and administered by Energy Saving Trust.

Home Energy Scotland — what solar actually qualifies for

Home Energy Scotland's Grant and Loan scheme does fund solar PV — but only as part of a package with a heat pump or high heat retention storage heaters. Since 27 June 2023, standalone solar-PV-only applications are no longer eligible. Within a qualifying package, solar PV (and battery storage) is covered up to a £6,000 cap: up to £1,250 of that can be a cashback grant, with the remainder available as an optional interest-free loan. The separate up-to-£7,500 cashback grant applies to the heat pump element of a package, not to solar. Always confirm the current position with Home Energy Scotland directly, as funded measures and amounts are reviewed regularly.

The scheme is open to most homeowners regardless of income — unlike ECO4 — and terms can be more generous for households in rural, island, and Scottish Islands areas. An MCS-certified installer and MCS- or Solar Keymark-certified product are required.

You must apply before installation begins — retrospective claims are not accepted.

Home Energy Scotland — grants and interest-free loans for solar

When solar PV is installed as part of a qualifying package, the funding breaks down as follows (subject to change — check with Home Energy Scotland before you apply):

  • Up to £1,250 cashback grant — a straight contribution to the cost, available only when solar is included as part of a package.
  • Interest-free loan up to £6,000 (less any grant portion) — spreads the remaining cost with no interest (a small admin fee may apply). The loan is repayable, so the headline benefit is cash-flow relief rather than a direct reduction in total price.

The overall solar cap is £6,000 (grant + loan combined). The 0% VAT rate applies on top of any HES funding. If you are installing solar PV only — with no heat pump or high heat retention storage heaters — Home Energy Scotland cannot fund it under this scheme, though lower-income households may have solar funded via Warmer Homes Scotland or ECO4 instead.

Warmer Homes Scotland

For lower-income and vulnerable households, Warmer Homes Scotland can fund energy efficiency improvements at no cost. Eligibility is based on a mix of qualifying benefits, age, health conditions and energy rating rather than a single income line, so check the current criteria directly. The package focuses on insulation and heating, and can include a home renewables system in some cases — solar PV is assessed property by property rather than guaranteed. This is the Scottish counterpart to ECO4 in terms of who it targets, but it is funded directly by the Scottish Government rather than through an obligation on energy suppliers.

How to apply in Scotland

The entry point for all Scottish energy improvement programmes is Home Energy Scotland, reached via their helpline or website. They will advise which combination of grants and loans you are eligible for and help you find approved installers.

Wales

Wales operates the Warm Homes Nest scheme as its primary energy efficiency programme for qualifying households. Nest offers a package of free improvements to owner-occupiers and private tenants in Wales who receive a means-tested benefit. Most applicants also need an EPC rating of E or worse (D can qualify if someone in the household has an eligible chronic respiratory, circulatory or mental health condition).

Eligible improvements under Nest can include solar PV panels, insulation, heating upgrades and heat pumps. The exact range of measures offered depends on your property's energy assessment.

Optimised Retrofit Programme

Wales also runs the Optimised Retrofit Programme (ORP), a longer-term initiative aimed at bringing the Welsh housing stock up to EPC C or above by 2030. It is primarily focused on social housing and is delivered through local authorities and registered social landlords. Private homeowners may benefit indirectly as local schemes develop.

The Welsh Government's Nest scheme is the starting point for most homeowners and renters. Call the Nest helpline to check eligibility. For social housing tenants, speak to your housing association or local authority.

Northern Ireland

Northern Ireland operates under a different energy regulatory framework from Great Britain. It is not covered by ECO4 (which applies in England, Scotland, and Wales only). The main energy efficiency programme is the Northern Ireland Sustainable Energy Programme (NISEP), funded through a levy on electricity bills, overseen by the Utility Regulator (UREGNI) and administered by Energy Saving Trust.

NISEP funding is allocated annually (the 2026/27 programme runs April 2026 to March 2027, or until funds run out) to energy efficiency measures including insulation, heating and some renewable technologies. Solar PV has been an eligible measure in recent cycles, though support is targeted at lower-income and “priority” households and the measure list changes year to year, so check the current scheme before assuming solar is covered.

Northern Ireland homeowners still benefit from UK-wide schemes: the Smart Export Guarantee applies (Northern Ireland is part of the GB grid for export purposes), and 0% VAT applies.

How to apply in Northern Ireland

Check the NI Direct energy efficiency guidance or contact your electricity supplier about current NISEP eligibility. NISEP funding rounds open periodically and capacity is limited, so checking early in the year tends to be more productive.

The devolved programmes sit on top of the UK-wide incentives. In Scotland in particular, the combination of 0% VAT and a Home Energy Scotland package (up to £1,250 cashback grant plus an optional interest-free loan up to £6,000 when solar PV is bundled with a heat pump) makes a low-carbon upgrade more affordable than in England.
