Solar grants in Scotland, Wales & Northern Ireland

By Sepehr Sabbagh-pour· Last reviewed 31 May 2026Regional

Energy efficiency policy is partially devolved in the UK. Scotland, Wales, and Northern Ireland each run their own grant and loan programmes that operate alongside the UK-wide schemes (ECO4, Smart Export Guarantee, 0% VAT). If you live outside England, you may be able to access both the UK-wide schemes and your devolved nation's own programmes.

Scotland

Scotland has the most generous regional solar incentives in the UK. The main programme is Home Energy Scotland, funded by the Scottish Government and administered by Energy Saving Trust.

Home Energy Scotland — cashback grants

Homeowners who install eligible renewable technologies, including solar PV and battery storage, can claim a cashback grant of up to £7,500. The standard solar cashback is around £2,000–£3,000 depending on system size, with additional cashback available if you combine solar with a heat pump or battery storage.

These grants do not have the same income eligibility threshold as ECO4 — they are available to most homeowners, though grants may be higher for households in rural and island areas or in the Scottish Islands.

You must apply before installation begins — retrospective claims are not accepted.

Home Energy Scotland — interest-free loans

In addition to cashback, Home Energy Scotland offers interest-free loans of up to £7,500 (repayable over up to 12 years) to cover any remaining installation cost after the grant. This means you could get a solar installation with no upfront cost if the system price is within the combined grant + loan limit.

For a typical 4kWp system costing around £7,000–£8,000 installed:

  • Cashback grant: ~£2,500
  • Interest-free loan: remaining balance up to £7,500
  • Out-of-pocket cash: potentially zero (if total cost ≤ £10,000)

Warmer Homes Scotland

For lower-income households (income below £31,000 or qualifying benefits), Warmer Homes Scotland can fund the full cost of energy efficiency improvements, including solar panels and insulation. This is the Scottish equivalent of ECO4 in terms of targeting, but funded directly by the Scottish Government rather than through an obligation on energy suppliers.

How to apply in Scotland

The entry point for all Scottish energy improvement programmes is Home Energy Scotland, reached via their helpline or website. They will advise which combination of grants and loans you are eligible for and help you find approved installers.

Wales

Wales operates the Nest scheme as its primary energy efficiency programme for qualifying households. Nest is available to owner-occupiers and private tenants in Wales who receive means-tested benefits or are on a low household income.

Eligible improvements under Nest can include solar PV panels, insulation, and heating upgrades. The range of measures offered depends on your property's energy assessment.

Optimised Retrofit Programme

Wales also runs the Optimised Retrofit Programme (ORP), a longer-term initiative aimed at bringing the Welsh housing stock up to EPC C or above by 2030. It is primarily focused on social housing and is delivered through local authorities and registered social landlords. Private homeowners may benefit indirectly as local schemes develop.

How to apply in Wales

The Welsh Government's Nest scheme is the starting point for most homeowners and renters. Call the Nest helpline to check eligibility. For social housing tenants, speak to your housing association or local authority.

Northern Ireland

Northern Ireland operates under a different energy regulatory framework from Great Britain. It is not covered by ECO4 (which applies in England, Scotland, and Wales only). The main energy efficiency programme is the Northern Ireland Sustainable Energy Programme (NISEP), funded through a levy on electricity bills and delivered by the utility regulator (UREGNI).

NISEP funding is allocated annually to energy efficiency measures including insulation and some renewable technologies. Solar PV has been eligible in some NISEP cycles, though the programme focuses more heavily on heating and insulation measures.

Northern Ireland homeowners still benefit from UK-wide schemes: the Smart Export Guarantee applies (Northern Ireland is part of the GB grid for export purposes), and 0% VAT applies.

How to apply in Northern Ireland

Check the NI Direct government website or contact your electricity supplier about current NISEP eligibility. NISEP funding rounds open periodically and capacity is limited, so checking early in the year tends to be more productive.

UK-wide schemes still apply

Wherever you live in the UK, the following apply equally:

The devolved programmes sit on top of the UK-wide incentives. In Scotland in particular, the combination of 0% VAT + Home Energy Scotland cashback grant + interest-free loan makes solar a significantly more affordable proposition than in England.

Frequently asked questions

Can I get a grant for solar panels in Scotland?

Yes. Home Energy Scotland offers cashback grants of up to £7,500 for renewable technologies including solar PV, plus an interest-free loan of up to £7,500 to cover any remaining cost. The programme is funded by the Scottish Government and delivered by Energy Saving Trust.

Does ECO4 apply in Scotland, Wales, and Northern Ireland?

ECO4 applies across Great Britain — England, Scotland, and Wales. Northern Ireland operates under different energy regulations and has its own scheme (NISEP). If you are in Scotland or Wales, you can access both ECO4 and your devolved nation's own programmes, potentially stacking benefits where schemes allow.

What is the Nest scheme in Wales?

Nest is the Welsh Government's energy efficiency scheme for qualifying homeowners and private tenants. It offers free home energy improvements — which can include solar panels and insulation — to households receiving means-tested benefits or on a low income. It is administered by Optimised Retrofit Programme partners and delivered locally.

Is VAT 0% on solar in Scotland and Wales?

Yes. VAT is a reserved (UK-wide) matter, so the 0% VAT rate on solar installations applies across England, Scotland, Wales, and Northern Ireland equally. See the 0% VAT article for full details.
